Why has the city closed the Oak Grove Community Building?

I recently learned that notices were sent out by the city to users of the Community Building, announcing the building’s closing.  This doesn’t make much sense to me since the city allotted $100,000. for repair of that building several years ago.  I was told approximately $20,000. has been spent to date.    What is  going on with the remaining $80,000.that has yet to be spent?  The building has been a great resource for the community - so why the shutdown?   There has to be a story behind this.  Anyone know the story?
