salemwood school camaras

my car got broken into at salemwood school asked the school to look at the video's I was told the camera's are there but have not worked since the school was built.how does the federal gov pay for new schools and installs security but they are not turned on.with all that is happening at schools today how is this so. it is horrifying and everyone's problem to get the city to respond on this matter yesterday.its realy not about my car.what about the other schools.anyone with kids in school should be very mad and let it be known. does it have to be someone rather than a car before this is addressed.
