Mayor Mulls Possible Muzzle Law Veto

Mayor Gary Christenson said he hasn't made up his mind about whether to sign the controversial ordinance, but will "ensure both sides have a chance to comment" before making his final decision.

Note: This story corrects an earlier version which, due to an editing error, incorrectly suggested dogs would need to be muzzled on all private property. The law includes an exemption for fenced backyards. 

Mayor Gary Christenson said he had not decided whether he will sign Tuesday night, an indication he may consider vetoing the now city council-approved ordinance.

“Now that the bill has been passed by the City Council, I will review the proposal and ensure both sides have a chance to comment before deciding,” he said.

Proponents of the controversial measure, championed by councilor Neil Kinnon, say they are protecting residents from a breed of dog disproportionately responsible for reported bites in the city.

Of the 57 canine bites reported to the city since 2009, 18 have been attributed to pit bull or pit bull-mixes, animal control officer Kevin Alkins said. 11 other breeds accounted for 14 bites, and mutts accounted for the remaining 25.

Opponents say vigilant enforcement of already existing leash laws would've prevented these attacks, all of which were committed by off-leash animals. Councilor Barbara Murphy said provisions requiring muzzled dogs on unfenced private property were intrusive.

A number of outside advocacy groups, such as The Homeless Pet Advocates and the MSPCA, have encouraged their members to oppose the ordinance. 

Current residents with registered pit bulls will receive a grandfathered exemption from the law, which would require their dogs to wear “exemption tags” available at City Hall.
