JRM Responds to Trash Collection Complaints Before City Council
Councillors invited JRM General Manager Peter Gamache to respond to residents' complaints about trash service in the city.
Officials from JRM Hauling and Recycling and the city's Department of Public Works were on-hand to field concerns about trash collection during Tuesday night's council meeting.
Councillor Jim Nestor, who initially proposed the discussion with JRM general manager Peter Gamache and DPW director Robert Knox in November, opened Tuesday's discussion by referencing over 560 resident complaints about trash service compiled in under the past five months.
Nestor asked Gamache for a “game plan” to decrease the problems reported by residents, including thrown or broken recycling bins, waste left in the streets and missed pickups of larger items. Other councillors reported receiving multiple complaints from residents, while some shared their own personal frustrations.
“This has been an ongoing problem,” Nestor said. “...What I see (happening) is, after the trucks roll through, there's recycling bins all over the place, there's trash and recycling left in them, they're all over the street...there seems to be some inconsistency here.”
Gamache responds
Gamache said he would prefer there were no complaints about JRM's work, but felt the number was relatively low for a contract servicing over 12,000 homes a week. He told councillors about 150 of the complaints compiled by the city were not related to JRM's collection services, instead falling under the DPW's jursidiction.
“We've addressed the issue with our employees,” he told the council. “If we make a mess, we pick it up.”
Gamache blamed other factors – such as overstuffed containers and those rummaging for recyclables – for trash blowing around on the city's streets, noting workers often find streets strewn with trash before their arrival.
He also reiterated a previous invitation to councillors to accompany him and his crew on their morning collections.
Councillor Neil Kinnon called the problem a “50/50 proposition," noting the city could improve services on it's own end by offering larger recycling bins and by coordinating street cleanings to occur on the days following trash pickup.
“Something needs to improve on this, but we need to be realistic,” noting the complaints reflect only about .02% of the pickups performed. “...I don't think if you brought anyone else in you'd see anything different, unless we change the way we (do things).”
JRM signed a 20 year contract with the city in 2011.

A 20 year contract, so every few years the council will have JRM come infront of the council for a little dog and pony hand slapping, and hey guess what JRM has a 20 year contract with the city, they don't need to do anymore than what they are doing already. Do you really think they care if recycle bins and excess trash litter the city street. The building on Eastern Ave is a total eyesore which is perfect for what this city has become.

Let's also remember that the issue of trash in the streets wouldn't be nearly half as bad if people could use better trash bags. The blue bags forced up on us by the city are too weak and rip too easily, even when they aren't full. Residents don't want to waste a second bag at $2 each to double bag it, so the bags are put out with the rips and the tears. Now couple that with JRM employees having to pick up those bags and everything spills.
I've also seen those "rummaging for recyclables" ripping the blue bags open and tossing items onto the sidewalks as they look for items. I told one man in front of my house months ago not to do that - he told me that because I put it out for the trash, it's "fair game" and he's entitled to go through it. I said he shouldn't be making a mess in my front yard.
Not sure if he's right about what he said, but if the City and JRM really want to make a difference, perhaps we can ditch the cheap blue bags & go with a system like Medford has, with the trash barrels. Then if the rummagers want to go through the contents, at least the refuse will hopefully stay inside the receptacle and not be thrown on the sidewalk and street.

Littering is not legal; ripping opened a trash bag is illegal for the same reasons that trash-picking is legal; see: http://freegan.info/what-is-a-freegan/freegan-practices/urban-foraging/diving-and-the-law/ for a simple explanation of 1988 Supreme Court ruling. By that logic, however, if they rip a bag or leave something on the ground, they are, in fact, littering. Also, these bags are part of a tax-esque system; are they city property? If so, then the Malden seal implies they belong to the city and therefore would be illegal to search through. Not a lawyer, I don't know. I do know littering comes with a fine, so this guy is "entitled" to leave the area as good as or better than he found it.

Once you put out trash on the curb, its no longer your property. Whats worse, once the valuable recycles have been pilfered from the recycle bin, the next can picker tears into the bag. Since recycling is mandated, isnt it time to get rid of the deposit fee? Wouldnt that help the middle class? There's no deposit for cardboard or regular glass, but we recycle it every week. Cans would be the same, just no one tearing into the trash.

I have always found JRM to be a very professional company with established Malden roots. I have never had a complaint about trash pickup in the city, but I do see more trash thrown around that should be picked up by someone. The blue bags have created more dumping and the city looks awful at times. The publuc is very much to blame for the litter in different parts of Malden. I'll never understand how people can leave a gym and throw their empty water bottles in the street. They might not be residents of our city, but they still make Malden look bad.

As a former city councilor for 14 years we had the folks from JRM before us on many occasions. In most caces it was to answer questions by residents with complaints. I must say that each and every time they came before us they listened and responded to each and every complaint. As I read some of the comments by concerned citizens I agree that more needs to be done to help keep the city clean or adopt a new system sush as larg barrells for both waste and recycle materials. A new approach is one that needs to be looked at by our local officials! JRM is a reputable company who has an overall good record in our city. We should be working with them, not fighting with them to find a better way to remove the trash from the city. Have an open dialogue with the residents, get some new input and solve the problem!!
We are fortunate to have a good city council and a pro-active Mayor that will get things done.

I was referring to William Spadafora's comment when I asked if he "watched the clown show," referring to the council meeting when JRM was present. He said, "We are fortunate to have a good city council and a pro-active Mayor that will get things done." After watching that meeting, I cannot see anything getting done. I was really embarrassed for them, between the insults being thrown and the faces being mad at other council members.

The 20 year contract with JRM was a sweetheart deal the former Mayor signed off on. As anyone will tell you, any contract can be re-negotiated. Don't we have enough lawyers around who could re-open this contract? Was it done with 3 legitimate bids? Where is this contract posted and the bids that were rejected noted? The opening of bids is a public event. When and where was this done? Or, is this what the Mayor will hide behind to explain his inability to make a change here? It's only been a year since he was elected and no change although he ran on this issue and many people voted for him based on that.
The citizens of Malden spoke loud and clear at the ballot box to ELIMINATE the blue bag tax. Do we have to do that again? I have no problem getting signatures again to put this on the ballot next fall and those councillors who do nothing to make significant change to our solid waste disposal system between now and then can face their citizens and also be ELIMINATED at the ballot box. It's up to YOU, the City Council and Mayor of Malden to determine your fate. As citizens of this city we demand and deserve better than what we have endured. Aren't we worthy of a system like Everett and Medford? If this admin is solely dependant upon the income from this tax, we are surely doomed. It was supposed to save jobs yet we all know how that worked out. In a budget which tops $150mil, the paltry sum collected here hardly seems worth the effort.

when the city introduced the Blue Bag system, they sent everyone one free bag, What they did not do was also send the stickers you can put on a trash barrel to label it for recyclables. We had to go to the DPW and we have one for Paper and one for Mixed (Metal and plastic) So we dont have the problem with the stoopid recycle bins the city provides. Still dont understand why we have to sort, no other city does that.
Why doesn't the city mail one of each sticker to the residents or perhaps publicize that you can put a sticker on a barrel, They also have one for yard waste.. Maybe they can have Stop and Rob have a supply of these stickers they can hand out when you beg them for a box of blue bags

I agree with the majority of what is being said. They bins are just thrown anywhere, I always end up with my neighbors. They are never emptied. The city wants us to recycle and we are given these little bins that fit nearly nothing. We should have what the city of Everett gave their residents. The bins are large and I never see the mess in Everett like in Malden. And what a sweet deal with a 20 year contract. That is just wrong, maybe a 5 year contract, but 20 years. Thats insane. As far as the cheap blue bags. They constantly rip. They don't hold what they claim to hold. Thats another joke. Wasn't that one of the Mayors big running points, to do away with the PAYT thing. Hows that working out?? JRM need to step it up a notch and do what their 20 year contract holds them to, otherwise, in 20 years my grandchildren can fight to get a new trash contractor in the city. Sounds like a plan.

Hey Garmache You worked for Regional waste with me and no way would they ever make a mess like they do here. Paulino was in and out of this city by 11:00 am everything was done. Garmache excuses are like bun Holes everyone got one. The streets are a mess and you know it. The trucks look ratty lookin and the crap blows everywhere. Atlantic Waste we had a truck and pickup checking the streets. You people at JRM has had your heads up the former Mayor's butt to long. Come Out for air and take a good look around. 20 year contract? unbelievable. Who gives that? I hope there is an escape clause. I said this before, train our students at MHS, MV, and MC to drive and man those packers. buy two or three. Let the kids work their way up from throwers to drivers to mechanics. They could make a good living. keep our streets clean with local kids who take pride in Malden. How much is a 20 year contract worth? We are ready to go over a cliff and i will bet that contract goes up every year.

I say the next time our bags break drop them off to the Mayor. Then ask Mr. Mayor, for a refund on your horrible blue bags. There comes a point in time where all the fake talk from city officials needs to end. Fallon and Spadafora said the same thing 2 years ago when the ran. Fallon, more than anyone preached how she would do her best to end the blue bags. They all talk and say things at election time and then never follow through. My bin was not completely emptied last week, but that is nothing new. The cheap strings broke on my bag so I could not tie it shut. It is just disgusting they never listen to us and never will.

I like that idea... Can we return the bags to stop and rob if the tie strings are broken cuz I tried to actually tie the bag shut.... I have never successfully tied a blue bag without them breaking.... Would we have to empty the bag into another blue bag that would break and return then that one . Maybe in Linden the bins were left neatly, not where I live. I use an old garbage pail for my recyclables except paper and it was thown behind my neighbor's car. There were empty botlles in my yard and trash where I had left by trash bag. My neighbors bins were thrown in another neighbor's yard and another neighbors's trash pail was in the street. Luckily I live in a court that's a dead end so no one had to drive around the pails except for me and my neighbors. This is how it is every week.

You can not expect the trash or the recyclers alone to have this city 100% clean. The truth of the matter is that mostly everyone in this town makes it hell for these guys to pick up trash and recycle. It has gotten so bad, especially the asian people, no offense, put TRASH into the recycling bin, I have witness this with my very eyes. Obviously it's due to this bogus blue bag system. Also I have noticed the same people working the streets, perhaps JRM or the City should have more trucks and boys out there. I mean 12,000 homes with the same 4 people and like 2 or 3 trucks is rough. I bet if this blue bag system and small little recycling bins changed and the people of Malden got off their high horse were more considerate with throwing trash everywhere this city would not look like utter rubbish, and they city and jrm should be less cheap and hire more workers for this city!

Sorry John, but I disagree. When JRM signed the contract, they agreed, in principle, to remove the city's garbage, 'effectively'. It's not Malden's fault if JRM decided to under-fund their contractually obligated task of removing waste, with both manpower and equipment. THAT responsibility falls souly on JRM, period!

No, john, the truth of the matter is the Council and Mayor have made it tough for the trash collectors. I never remember this city looking this bad except when Mayor Lucy let the weeds along Rte 60 get so bad it looked like a dump where no one cared. Many of the public trash receptacles are gone because of these bags. Can you believe this is still an issue with people? Unless and until we get a proper answer to our solid waste disposal will it go away. Demand to have this contract reviewed. Mayor Gary also promised transparency. Show us the contract. Show us the competitive bids. How could a significant contract of the city not be reviewed by the Council? Especially one where there was enough controversy to get a question on the ballot - only the second time in all of Malden's history!
Apple: Gee, why are you getting so political? I thought that was a bad thing in your book. As far as Fallon is concerned, Mayor Gary while on the Council called for a vote before she was sworn in (knowing he would lose) to bring up the discussion of the trash tax. Because he lost it could not be brought up for another 6 months-in the middle of budget talks. Deb ran for Mayor with eliminating the bag on day 1 of her term as one of her promises. The people of Malden chose Gary who also promised to get rid of the bags. We are still waiting for him almost a year later. His Day 1 was to move City Hall. Don't blame Deb.

Annie, because this article warrents a political stand point. The Holiday Parade and a picture did not warrent that. A grip over a picture won't reek havoc on the streets being cleaned or the proper trash program being in place. My community and it's filth are a concern to me more so than a Fallon, posting a picture of a parade. Now Ms. Fallon, did nothing to back her talk up. I don't care what she could have done or would have done on day 1. I care about the present time, here and now. Mr. Christenson, has not been listening to the residents on this issue. This Mayor, continues to brush everything under the rug. I want answers as do we all, but we just wait and wait. City Hall being moved should not be top priority when we have far more important things to be concerned with. The building is fuctional for the time being. We need solutions on the trash bags cause this system is failing Malden citizens. It would be one thing to have the bags for maybe 1.00 well better quality bags as well. 2.00 a bag is outrageous, completely insane. The Asians, not to sound racist have removed my trash at times placed it my my trash bin, and folded the bags and just walked away. They will steal your bags from you. I have called the DPW unless caught in the act there is nothing that can be done. Should I try to record the person? I mean really we know Everett, has a workable system for recycling and our city refuses to try a new plan. This city is poorly run and has been for years.

Yes Annie, would be more than happy to assist in calls. Ultrino, is my Ward Councilor and I also believe Spadafora, live in my ward as well. Sometimes you can go up and down Highland Ave towards Meford and it is filthy other times clean. There is no need for the city to look filthy in any section. I have voiced my opinon when Ultrino, was running in the election and he acted as if he would consider my opinon then. This is just insane blue bags, possible sticker parking, my water bill is outrageous and my taxes are high. I feel like I am getting hit hard after owning my home in Malden. I have lived here since 1968 rasied 5 kids here and now the city is in ruins. Malden was such a beautiful city at one time. When Conway, was mayor back them this city was looking good. Things were great, city was clean and we had a lot of local business going on. A stroll down the center of town was great. FFC, 99, New England Comics, Rileys Roast Beef, Papa Ginos, Converse, Glorias those wete some nice spots. One time we had it great with Stuarts, Caldors and Jordan Marsh. See we had retail chains here, but who wants to keep a business in a poorly run city?

I think he needs to have his eyes checked should that be his true outlook of Maplewood Sq. Years ago Maplewood Sq was a wonderful place, a pretty nice section of Malden. Today it has become a dump and it looks dirty and dingy. Back in the 70's and 80's it was a hot spot especially on Sundays. Sunday mornings we would take the kids to church at St. Josephs and then walk over to the Depot and the Bakery. The kids had a great time there. After that we would get them some candy at the Penny Candy Shoppe. It was so friendly and so clean down that part of Malden. It looks disgusting now with kids hanging out, lack of appeal, no pride. This time of year it was beautiful with the Christmas Tree, lamps decorated, houses all lit up. Far cry from the past I would say. I miss seeing the store front with beautiful floral pots outside, seeing people stop to say hi and share a friendly hello. Kinnon, needs his eyesight checked because if he think Maplewood Sq is great something is wrong with him. If that is what he calls his jewel Malden, is doomed. Setting those standards should be top priority, time to raise the bar.

I said Nelsons Bakery/Depot yeah in the 70/80 it was open. Nothing else really was, but the few breakfast places we had were great on Sundays. I did not say the stores I mentioed above were all open on Sunday, I simpley stated we had a lot of great stores in Malden at one time.

Applebottom, good morning. Anytime you wish to speak about the History of Maplewood Square I would be happy to do so with you. I do not post often but in terms of establishments Maplewood is everything it was in the 70's and certainly the 80's. As for breakfast you can go from Church to Franny's and have a great breakfast any day. Maplewood has a meat market and fish market second to none just as it did in those good old days, It has an insurance agency, many hair salons as it did then, still Aucella Drug store, Witham Insurance instead of Noones, USA drycleaners instead of Hulschers, NO HOLE in the WALL bar, Pizza shops as it did then, two dentists and accountant an Optometrist, a great Italian Restaurant in Serena's it did not have then, two Chinese restaurants which it did not have, yes Dragon Island did not arrive until 1981. I could go on but this square is just as vibrant today. As for kids hanging around yes pretty good ones in the last few years and yes we hung there in the back then too. So you can have rosey glasses for the bygone era as I do and I am sorry we don't have Nelsons or the Depot(my wife worked there) but we have Dunkin Donuts like everyone else today. As for Christmas Decorations you are right about the tree but there are far more today with the period lighting. Yes and those decorations came in the last four years. Times have changed the neighborhood has changed but it is safe and a great place to live and walk to everything.

we definitely need larger recycling containers and the $2 bags are too small and frankly too costly for some families. some people have to make a choice, milk and bread or trash bags. as someone else posted, if one was using a regular trash bag and something was poking through or it was overflowing, one might grab another bag to double it, but not at $2 a bag. Sometimes it is not the $2, it is the fact that you use them sparingly so as not to run out. We have a lousy trash system. The City can't afford the proper size containers, but somehow my counselor is riding up and down the streets with Santa. Have no problem with Santa and his elves. Just have a problem with a police escort. My counselor doesn't return my e-mails, but somehow he has time for all of this.

Be happy to sit with you Neil, however you have not listened to a resident yet. When you begin to take pride in the people who live in your ward, they might take pride in speaking to you again. Your personality quite frankly is down right disturbing. Everything people say to you is with heart, yet you take offense to it. You got a lot to learn about the people of Malden. Not everyone is fond of you Neil. You brought that on youself with your selfish attitude and lack of communication. Your sociak skills need some serious improvement.

The residents of Maplewood, take pride in their community. Neil, residents have been asking you for things for years. Took you a short time to break Maplewood, down sure as heck it's taking you forever to rebuild it. Where is the Fire Department? Why is the lighting in some places so dark? Safety is not your top priority and never has been. Dunkin Donuts can be compared to a local business coffee shop, think not. I would rather have a private business any day over a chain store. Local business is where it's at and what we would like to see and need. Maplewood, is dingy sorry Neil. Walk through Melrose Sq then tell me Maplewood Sq looks great.

Oh my god, please, we all need to stop with this comparison of ANYWHERE in Malden to Main St. Melrose. Totally different city, totally different demographic, totally different layout that is more conducive to small businesses like that. It's just never going to happen in Malden, period, and we need to accept that and move on from that delusion.

Flowe beds in the Spring & Summer look great in Melrose, that shinning Red Fire Truck also looks great in Melrose. Local shoppes in Melrose Sq are nice, unique, affordable and a great pleasure to visit. The Charter School, is where you do most of your thinking, time to clock out and clock back in to you Ward position. Residents depend on you, but you depend on those who will only side with you. Not happening here because I will stand up and make sure I am not one of your kissy kissy followers. In the ladt few years what have you done for Maplewood? Trafton Dog Park, a rebuild of the play park? I mean what have you REALLY DONE TO IMPROVE MAPLEWOOD? Where is the Fire Department residents need for there safety? What have you done about the traffic mess in front of the Charter School?

Mike, that was kinnon. I was channel surfing last night, caught TMZ with Joe P. Kinnon was on and repeated that same info. He came across as a regular guy. He has the same views as alot of us on these blogs (not dianna's)
I cannot dought any of annieO's claims, but my opinion is he is a strong leader who could lead Malden into the future.

to Applebottom (what a name) Malden will always be the lower standard as far as cities go. Say what you want about Section 8's and subsidized housing, which Malden is loaded with. When you limit THAT, you will be on the road to recovery! While there are some 'quality' people on those programs, the overwhelming majority of those folks ARE NOT! Plain, and simple! The lower quality standard of the population are all about taking, and NOT giving ANYTHING back to the community (this was THE original point I made back 6 months ago before I was labeled a racist on this Malden Patch page) I verbalize what most are thinking, but are afraid to say it! And you're welcome! Like Mike G said, stop wasting your time trying to compare an apple to an orange!

Paul (The Racist), Maplewood sq is just a small part of Malden. Sure, Malden Sq could become a Melrose Sq. kinnon was right last night, Maplewood sq is the best in Malden. We need to work on Malden Sq. We do not need anymore Sec 8 housing units. I would like to learn more about that 20 yr contract. That sounds like a gift to JRM. A service like trash collection should be done on merit, year to year, voted on by our reps. Kinda like kinnon is doing with his teachers. I like his views and i like him. sorry annie O

AnnieO, I never met you or Kinnon. Reading these blogs is like watching the soprano's. You get to know the characters. I got to see your passion for the fallon run. To me you are honest, very believable, fearless, and probably a great leader. I get the same feeling from listening to Kinnon.(last night) Maybe kinnon is too involved with the school to answer Apple/Linda on their complaints. I think that if Kinnon became Mayor, leave the MV, focus on the citizens, he would turn us around. If you two could ever see eye to eye, work together for Malden, we would be a great city again.

fred: Believe it or not, I saw part of that show with Neil and Joe P. I was unable to completely focus as I was trying to do something else while it was on. The part where Neil was comparing Obama to a dictator is one I would really like to see again. It made me shake my head as he IS a dictator especially at the school. People have no choice there.
We became a founding family of the school because we were taken in by Neil and his way of thinking. We were certainly impressed with the presentation he made to entice us to the school. We bought his promise of the school being geared towards academics over sports. He told us, "if you're coming here looking for sports, forget it." Well, you know how that turned out with millions being diverted from the students' academics into a real estate portfolio and sports program. He would have more cred with me if he stepped down from the charter school when he ran for office. If he is not involved in a conflict of interest, I don't know who could be.
There is no way to defend what he does. Funny, no one ever has tried and just attack me as if I were the one who is wrong. lol Yeah, he's got some good ideas yet I don't appreciate having them shoved down my throat. No, as a citizen of the ward I don't find he has done much for us and anything he does is to set himself up for a Mayoral run. God help this city if that ever comes to pass!

I missed the obama stuff, SN Football. I did hear him speak up for Scott Brown. He mentioned the 16 trillion debt and how this government is spending out of control. The burden will be placed on his kids. He is absolutely correct in all that, plus what ever he had to say about obama.
I had two sons attend MC. They always stressed academics, but made all the boys participate in sports. (mandatory) From what I hear, he runs a tight ship. That is exactly how MC runs their program and very successfully. I hope he does run for Mayor. I absolutely agree with you on the conflict of interest. He would make a great mayor, I hope he runs.

Annieo, I can relate to what you are saying. We are in trouble in this state. I like what Gary is trying to do in Malden. He is taking the issues and moving forward. (crime)What I didn't like about Gary was the endorcement he gave to Liawatha. She is a joke, and soon the country will see what a puppet she is. Kinnon gave his support to Brown. That alone tells me alot about that man.

Hey fred saw the rerun with Joe P. No question the guy doesn't pull any punches. Says reducing crime to low levels number one and then infastructure and cleanliness of city number two right behind. All else falls in place with that. He is right. As for what he has done for his Ward been watching since he got on. Radar focused on his home turf, got friends in Maplewood Highlands nobody I mean nobody thought he could pull off the High Rock deal. How about us going to spend four million on fixing South Broadway Park or the raised crosswalk in front of the 630 Salem St? As for crime everyone knows there are camera's all over the place and crime is way down in that ward. Finally like it or not can't take away the success of that Charter School both sports and academics. Annie O's battle with the guy is strictly a personal vendetta and every success he has eats at her. I give her credit her ability to attack someone is as good as his ability to stay focused on what he does.

Isn't this what he's supposed to be doing instead of building another field (S. Broadway) for the football team at the charter school? Eileen Fay first proposed the raised sidewalk before her untimely passing. He could not win in the Highlands until he bought High Rock. Where is our replacement fire station which closed due to his neglect of the fire station? I would think that would be up there on the "to do" list for the ward, eh?
Why has he never brought up the trash tax again and made any proposal to improve how we handle our solid waste program? He has the power to make change in this city now and I am just a citizen who only got the question on the ballot for the trash tax yet could not get the Council to listen to the citizens. He's on the Council, not me. Maybe they don't feel the same way about him as you do and he cannot work with them and could only dictate to them as Mayor? Maybe you haven't noticed but he has to be the boss and will not have his authority questioned. Go ahead and try.
